Kasper aims to provide a high quality fostering service for children and young people who may have suffered trauma through the experience of neglect, deprivation, physical injury, emotional, physical and/or sexual abuse, and are in need of being Looked After by the local authority responsible for their welfare.

Our objective is to assist these young people to recover from any experiences of trauma or abuse and in doing so, to help them get to know who they are and develop a positive sense of themselves so that they are enabled to either return home successfully, move on to a more permanent placement, or achieve independent living, whichever is most appropriate, as well-rounded, resilient individuals who have been provided with the opportunities to realise their full potential.

Kasper aims to provide this high quality fostering service by ensuring: -

All adults who work for the agency are required to demonstrate, at all times, through their working relationships, a positive model for communicating effectively with the children and young people placed.

Each child and young person and parent in the case of parent and child care, is provided with an appropriately matched, well-experienced, skilled and highly trained carer or carers, who are committed to meeting the needs of the children and young people placed in their families.

Each child and young person is provided with more than sufficient opportunities to achieve personal integration into their communities, and

Most importantly, that each child and young person is provided with the experience of a stable, caring and nurturing family environment.


In its mission to meet and, surpass wherever possible, its aims and objectives Kasper is run with one over-riding principle. This is, the agency exists first and foremost, for the primary benefit of the children and young people that the agency provides a foster home to. However, it is also our aim that any person associated with each child placed, e.g. their responsible local authority and its representatives, any member of the child or young person’s family or any person significant to them, will consider the service they receive is of the highest possible standard.
Alongside this principle there are certain values we hold as essential to the continued ‘child-focussed’ approach of the agency. These are: -

That Kasper should:

• Provide an environment that promotes and facilitates the best interests of each child placed.

* Maintain effective liaison between local authorities, children, the families and foster families, schools and therapists.

* Provide experienced, trained foster carers.
* Provide, where needed, therapy for children
* Provide, where appropriate, respite care.
* Provide transport and supervised contact where needed.
* Provide educational and training opportunities for staff, carers and children that encourages their continued personal development that are always conversant with current best practice e.g. Children’s Workforce Development Council Training, Support and Development Standards
